It serves hundreds of businesses and over 6,000 residents, providing services that improve the area’s appeal and functionality. However, WPBID faces the challenge of geographical constraints limiting its growth potential and ability to integrate other interested parties who see value in becoming part of the district.

This project addresses the challenge of identifying the most feasible direction for expanding WPBID’s boundaries. Currently, without a clear expansion strategy, WPBID may miss opportunities to capitalize on the city’s growing commercial potential and the supportive stance of the City of White Plains and its Mayor. The lack of expansion limits the district’s capacity to enhance its economic and social impact across a broader area.

By engaging a Capstone Team, WPBID aims to leverage academic resources and fresh perspectives to develop a strategic expansion plan. This project represents a unique opportunity for students to apply their urban planning skills in a real-world context, offering practical solutions that align with WPBID’s strategic goals. Students will benefit from experience in consulting, policy analysis, and urban development, skills that are highly relevant to careers in urban planning, public administration, and economic development.

The project is designed in phases, beginning with research and analysis of potential expansion areas, followed by stakeholder engagement, and concluding with the formulation of a strategic proposal.
