DKA (DK Advocates / dkajobs.com) is a Tucson-based employment support organization that prepares individuals with barriers to employment for job success through skills training, in-house businesses, and personalized coaching. With two existing locations and growing community need, DKA is at an inflection point: deciding whether to consolidate operations, expand, or rebuild to better serve more clients in the future.As DKA seeks to expand its capacity to serve more clients and deliver a broader range of training and placement services, it faces the challenge of operating across two separate locations that may no longer be ideal for long-term growth.

This case challenges students to evaluate how physical infrastructure decisions shape an organization’s ability to scale impact, improve operations, and serve its community effectively. It provides a practical lens into facilities strategy, capital planning, and operational design within a mission-driven organization. Students will develop skills in translating programmatic needs into spatial and financial decisions, balancing long-term growth with feasibility constraints. The case mirrors real-world strategic planning engagements where facilities, operations, and impact outcomes must be tightly aligned. 
  •  Analyze DKA’s current facility usage, client flow, and operational constraints to identify bottlenecks limiting scale and effectiveness 
  •  Evaluate strategic trade-offs between consolidation, expansion, and relocation scenarios using operational, geographic, and financial criteria 
  •  Assess how facility decisions impact client access, staff efficiency, and employer partnership engagement 
  •  Design an ideal future-state facility model that aligns physical space with program delivery, client experience, and organizational growth goals 
  •  Develop a cost-benefit framework to compare facility investment options, including capital costs, funding strategies, and long-term ROI 
  •  Model the operational and impact implications of different facility scenarios on client volume, service quality, and organizational capacity
