DKA (DK Advocates / dkajobs.com) is a Tucson‑based employment services organization focused on supporting individuals with barriers to employment—including limited work experience, disabilities, homelessness, criminal histories, and substance abuse—by helping them become employable and employed through training, job development, and placement services. DKA also operates business units like Pak Mail and Archive Advantage to provide hands‑on training environments. DKA offers a range of training programs and worksite experiences aimed at building skills and confidence for people facing obstacles to workforce participation. These include computer training, worksite internships, merchandise management, janitorial skills, front‑office operations, and more.

 This case challenges students to design a scalable growth and operations strategy within a mission-driven workforce development organization. It emphasizes the intersection of social impact, operational infrastructure, and partnership development in expanding access to employment opportunities for underserved populations. Students will gain experience translating organizational constraints into actionable systems and strategies that improve both capacity and outcomes. The work closely mirrors real-world consulting and nonprofit strategy engagements focused on growth, partnerships, and operational effectiveness. 
  •  Analyze DKA’s current inventory of training programs, employer partnerships, and community resources to identify gaps relative to client needs 
  •  Evaluate best practices from comparable workforce development organizations to inform scalable inventory and partnership models 
  •  Design a strategic plan to expand DKA’s pipeline of employment, training, and community opportunities across priority sectors 
  •  Develop an employer and community partner outreach strategy that aligns incentives with DKA’s mission and client population 
  •  Assess trade-offs between internal program expansion and external partnership development to optimize resource allocation 
  •  Design a collections infrastructure, including systems and workflows, to track, manage, and maintain opportunity inventory at scale 
  •  Develop a KPI and analytics framework that links inventory growth and utilization to measurable employment outcomes 
  •  Synthesize operational, partnership, and data strategies into an integrated, executive-ready recommendation for organizational growth
