Every year, Tucson welcomes hundreds of refugee families from around the world—fleeing war, persecution, and climate displacement. Many arrive with limited resources, unfamiliar with local systems, and in need of immediate material and emotional support.Jewish Family & Children’s Services (JFCS) and organizations like the Iskashitaa Refugee Network serve as critical lifelines, helping families get settled in safe housing and begin new lives. However, the first days and weeks are often the most disorienting.
Learning Objectives

This is what students will learn as they complete the case.

This case challenges students to design a human-centered support system for newly arrived refugee families that integrates material aid, cultural understanding, and operational execution. It emphasizes the intersection of logistics, community engagement, and culturally responsive design, requiring students to move beyond assumptions and build solutions grounded in real stakeholder needs. Students will develop practical, scalable systems that reflect dignity, inclusivity, and long-term community impact. 
  •  Analyze the refugee resettlement journey to identify critical material, informational, and emotional needs during the first 30–90 days 
  •  Evaluate gaps in existing support systems provided by local organizations to uncover opportunities for meaningful intervention 
  •  Design culturally responsive Welcome Kits that balance cost, scalability, and sensitivity to diverse household needs 
  •  Develop multilingual, user-friendly cultural orientation guides that enable families to navigate essential local systems 
  •  Assess how packaging, labeling, and visual communication can improve accessibility across language and literacy barriers 
  •  Design a sourcing and supply chain strategy that leverages partnerships, donations, and cost-efficient procurement 
  •  Develop an end-to-end logistics plan for kit assembly, inventory management, and last-mile delivery 
  •  Synthesize community insights, operational design, and cultural considerations into a sustainable model for ongoing implementation and scaling
