SVP Tucson is leading the development of the Community Coalition for Prosperity (CC4P) to drive systemic solutions for breaking the cycle of multigenerational poverty and promoting economic mobility in Tucson and Pima County.

This case challenges students to design a multi-stakeholder coalition strategy aimed at addressing complex, systemic issues related to economic mobility and poverty. It emphasizes the integration of policy, partnerships, governance, and funding into a cohesive strategic plan that drives community-level impact. Students will develop experience working across sectors, aligning diverse stakeholders, and translating policy into actionable implementation frameworks. The work reflects real-world public sector and nonprofit strategy engagements where long-term success depends on coordination, accountability, and measurable outcomes.

  •  Analyze the regional economic mobility landscape and assess how the 13 Prosperity Policies align with existing programs and gaps 
  •  Evaluate stakeholder dynamics across nonprofits, government, funders, businesses, and community leaders to inform coalition design 
  •  Design a stakeholder engagement strategy that ensures equitable participation, including integration of lived-experience voices 
  •  Develop a governance model that balances collaborative decision-making, accountability, and long-term coalition sustainability 
  •  Assess trade-offs in funding strategies and resource allocation to support coalition growth and partner alignment 
  •  Design a communication and advocacy strategy to build public awareness, stakeholder buy-in, and policy momentum 
  •  Develop an implementation roadmap that translates coalition strategy into phased, actionable initiatives over a multi-year horizon 
  •  Construct a KPI and impact measurement framework that tracks progress on economic mobility outcomes and coalition effectiveness
